1. Xây dựng đội ngũ cán bộ chuyên trách (CBCT) công tác thi đua, khen thưởng (TĐKT) cấp tỉnh của Cộng hòa Dân chủ Nhân dân (CHDCND) Lào là toàn bộ hoạt động của tỉnh, thành ủy, các cấp uỷ đảng, chính quyền, Mặt trận Lào xây dựng đất nước, đoàn thể chính trị - xã hội, cán bộ, đảng viên trong tỉnh, thành phố, các tổ chức có liên quan dưới sự lãnh đạo của tỉnh, thành ủy và việc tự học tập, tự rèn luyện của mỗi cán bộ, nhằm tạo nên đội ngũ CBCT công tác TĐKT ở các tỉnh, thành phố có số lượng hợp lý, đồng bộ về cơ cấu, có phẩm chất chính trị, đạo đức tốt, trình độ và năng lực chuyên môn cao về công tác TĐKT, hoàn thành tốt chức trách, nhiệm vụ được giao.

2. Kinh nghiệm của xây dựng đội ngũ cán bộ chuyên trách công tác thi đua, khen thưởng cấp tỉnh của nước Cộng hòa Dân chủ Nhân dân Lào giai đoạn hiện nay: 1) Thực hiện đồng bộ các khâu của công tác cán bộ, trong đó tập trung hơn vào thu hút cán bộ có đức, có tài về làm việc trong Ngành TĐKT để đào tạo, bồi dưỡng thành những CBCT công tác TĐKT đáp ứng tốt nhiệm vụ. 2) Phối hợp chặt chẽ với các ban, bộ ở Trung ương để đẩy mạnh hợp tác quốc tế về đào tạo, bồi dưỡng cán bộ là nhân tố không thể thiếu để xây dựng đội ngũ CBCT công tác TĐKT của tỉnh, thành phố có chất lượng tốt.

3. Giải pháp tiếp tục xây dựng đội ngũ cán bộ chuyên trách công tác thi đua, khen thưởng cấp tỉnh của nước Cộng hòa Dân chủ Nhân dân Lào đến năm 2025: 1) Xây dựng và thực hiện quy hoạch, đào tạo, bồi dưỡng, quản lý, đánh giá, sử dụng và thực hiện chính sách cán bộ tạo nên đội ngũ CBCT công tác TĐKT tỉnh, thành phố có số lượng hợp lý, có chất lượng, hoàn thành tốt chức trách, nhiệm vụ. 2) Xây dựng và ban hành Luật TĐKT; đẩy mạnh cải cách hành chính, phòng, chống tham nhũng, lãng phí; phát huy vai trò trách nhiệm của các cấp ủy đảng và các tổ chức có liên quan trong xây dựng đội ngũ CBCT công tác TĐKT.

SUMMARY OF THE MAJOR CONCLUSIONS



1. The development of a contingent of cadres specialized in emulation and commendation at the provincial level in the People’s Democratic Republic of Laos is the whole operation of the provincial, municipal Party committees and administrations, the Lao Front for National Construction, socio-political organizations and unions, cadres, Party members in provinces, cities and relevant bodies under the leadership of the provincial and municipal administration and the self-study, self-practice of each cadre in order to create a contingent of cadres specialized in emulation and commendation with adequate quantity and synchronous mechanism, good political quality, sound morality, high professional qualification and capacity in emulation and commendation, and the ability to effectively fulfil assigned duties and responsibilities.

2. Experience drawn from the development of a contingent of cadres specialized in emulation and commendation at the provincial level in the People’s Democratic Republic of Laos in the current circumstances: 1) To synchronously implement all phases of the work of cadres, in which focusing more on attracting decent and talented cadres to work in the emulation and commendation sector and to further train to become cadres specialized in emulation and commendation that can fully satisfy assigned duties. 2) To closely work with Central departments, ministries to enhance international co-operation in training and cultivating cadres, which is an indispensable factor to the development of a contingent of high-quality cadres specialized in emulation and commendation in provinces, cities.

3. Solutions to continue developing a contingent of cadres specialized in emuation and commendation at the provincial level in the People’s Democratic Republic of Laos to 2025: 1) To build and implement activities related to cadres such as planning, training, management, assessment and usage and to enforce policies on cadres to create a contingent of cadres specialized in emulation and commendation in provinces, cities with adequate quantity and quality, well fulfilling assigned responsibility and duty. 2) To formulate and promulgate a Law on Emulation and Commendation; to strengthen administrative reform and the fight against corruption and waste; to bring into full play the role and responsbility of Party comittees and relevant agencies in the development of a contingent of cadres specialized in emulation and commendation.
