Abstract: Evaluating the effectiveness of a Project is an extremely important process for ODA projects in Vietnam in general and transportation safety project specifically. However, effectiveness evaluation of transportation safety project, which means evaluation step after project was put into exploitation in specific period (normaly from 3 to 5 years) have not been conducted. Derived from that practice, this paper presents a new approach in order to assess the socio-economic effect of transportation safety project named Value Incremental Comprehension (VIC) Nomogram.

Tóm tắt: Đánh giá hiệu quả dự án là quá trình rất quan trọng đối với các dự án vốn ODA ở Việt Nam nói chung và dự án ATGT nói riêng. Tuy nhiên, việc đánh giá hiệu quả của dự án ATGT, tức là bước đánh giá sau khi dự án được đưa vào khai thác một thời gian nhất định (thường là từ 3-5 năm) chưa được tiến hành. Xuất phát từ thực tiễn đó, bài báo giới thiệu một phương pháp tiếp cận mới nhằm đánh giá hiệu quả kinh tế-xã hội của các dự án an toàn giao thông với tên gọi Toán đồ Value Incremental Comprehension – VIC (Tổng giá trị gia tăng).
