TÓM TẮT NHỮNG KẾT LUẬN MỚI CỦA LUẬN ÁN

1. Phát triển kinh tế - xã hội gắn với đảm bảo quốc phòng, an ninh ở một số tỉnh biên giới phía Bắc là những hoạt động chủ động, tự giác của Đảng bộ, chính quyền địa phương các cấp, của từng cơ sở và toàn dân, toàn quân dựa trên cơ sở pháp luật, tinh thần yêu nước, đặc điểm, yêu cầu của từng tỉnh để thực hiện sự thống nhất hữu cơ giữa các hoạt động phát triển kinh tế - xã hội gắn với đảm bảo quốc phòng, an ninh, hướng tới sự phát triển ổn định bền vững trên cơ sở đảm bảo lợi ích của từng địa phương, lợi ích quốc gia. Sự cần thiết phát triển kinh tế - xã hội gắn với đảm bảo quốc phòng, an ninh xuất phát từ: 1) Mối quan hệ giữa phát triển kinh tế - xã hội với đảm bảo quốc phòng, an ninh; 2) Yêu cầu của quy luật xây dựng Tổ quốc gắn liền với bảo vệ Tổ quốc; 3) Thực tiễn thế giới và truyền thống của dân tộc Việt Nam.

2. Thực trạng phát triển kinh tế - xã hội gắn với đảm bảo quốc phòng, an ninh ở một số tỉnh biên giới phía Bắc: công tác lập quy hoạch, kế hoạch và tổ chức thực hiện phát triển các ngành, các lĩnh vực còn hạn chế; cơ cấu kinh tế chuyển dịch chậm, đời sống nhân dân chậm được cải thiện; kết cấu hạ tầng chưa tạo sự chuyển biến căn bản; đầu tư tăng gia sản xuất làm kinh tế của các đơn vị quân đội đóng quân trên địa bàn còn thấp. Qua đó cho thấy những vấn đề đặt ra: 1) Yêu cầu ngày càng cao trong quá trình phát triển kinh tế - xã hội gắn với đảm bảo quốc phòng, an ninh với việc nhận thức còn hạn chế của một bộ phận nhân dân và cán bộ; 2) Yêu cầu ngày càng cao của nhiệm vụ quốc phòng, an ninh với quá trình phát triển kinh tế - xã hội còn hạn chế; 3) Mâu thuẫn giữa quá trình phát triển kinh tế - xã hội, đảm bảo quốc phòng, an ninh với chính quá trình quy hoạch phát triển kinh tế - xã hội.

3. Một số giải pháp chủ yếu nhằm phát triển kinh tế - xã hội gắn với đảm bảo quốc phòng, an ninh ở một số tỉnh biên giới phía Bắc: 1) Nâng cao nhận thức về phát triển kinh tế - xã hội gắn với đảm bảo quốc phòng, an ninh cho cán bộ, đảng viên, nhân dân ở một số tỉnh biên giới phía Bắc. 2) Thực hiện quy hoạch ổn định trong dài hạn, phát triển kinh tế - xã hội bền vững gắn với đảm bảo quốc phòng, an ninh; 3) Đổi mới mô hình tăng trưởng, cơ cấu lại nền kinh tế trên địa bàn gắn với đảm bảo quốc phòng, an ninh; 4) Củng cố, nâng cao sức mạnh đảm bảo quốc phòng, an ninh tạo môi trường hoà bình, ổn định nhằm phát triển kinh tế - xã hội. 5) Nâng cao hiệu quả sản xuất - kinh doanh, phát triển kinh tế theo phương châm phát triển kinh tế - xã hội gắn với đảm bảo quốc phòng, an ninh của Quân đội nhân dân và Công an nhân dân trên địa bàn.

SUMMARY OF THE MAJOR CONCLUTIONS

1. Socio-economic development associated with ensuring national defense and security in some Northern border provinces is the active initiative, self-discipline of the Party, local governments at all levels, of the entire people and army, with the foundation of the law, patriotism, characteristics and requirements of each province, in order to implement the unity between activities for socio-economic development and national security, aiming to sustainable development while ensuring the interests of nation and localities. The need for socio-economic development associated with ensuring national defense and security comes from: 1) The relationship between socio-economic development and guarantee national defense and security; 2) The requirement of the rules of national development associated with national defense; 3) The world practice and the Vietnamese tradition.

2. Current status of socio-economic development associated with ensuring national defense and security in some Northern border provinces as follows: The limitation on making plan and performing activities in many fields and sectors; The slow pace in the process of restructuring the economy, in improving the people's lives; The less developed in infrastructure; The insufficient investment for increasing production and economic activities of the military located in these areas. Some issues to be concerned: 1) The incompatibility between the increasing requirements of socio-economic development associated with ensuring national defense and security and the limited awareness of the people and officials; 2) The incompatibility between the increasing requirements of national defense and security and the slow pace of socio-economic development process; 3) The conflict between the plan for socio- economic development and the implementation of that plan for socio - economic development while ensuring national defense and security.

3. Some major solutions for socio - economic development associated with ensuring national defense and security in the northern border provinces: 1) To enhance the awareness of officials, party members and people in northern border provinces about socio-economic development association with ensuring national defense and security. 2) To implement the long-term, stable plans for socio-economic development and ensuring national defense and security; 3) To renovate growth model and restructure the local economy, associating with ensuring national defense and security; 4) To strengthen and enhance the capacity to ensure national defense and security, creating peace and stable environment for socio-economic development. 5) To improve the efficiency of the People's Army and the People's Police activities in production and business, economic development in the region following the principle of socio-economic development associated with ensuring national defense and security.
