TÓM TẮT NHỮNG KẾT LUẬN MỚI CỦA LUẬN ÁN

1. Phát triển bền vững các khu công nghiệp là bảo đảm sự tăng trưởng kinh tế cao liên tục, ổn định, dài hạn của bản thân khu công nghiệp; các doanh nghiệp khu công nghiệp sử dụng hợp lý và hiệu quả các nguồn lực, góp phần thực hiện trách nhiệm xã hội và bảo vệ môi trường trong khu công nghiệp và ngoài khu công nghiệp.

2. Thời gian qua, việc phát triển bền vững các khu công nghiệp của tỉnh Thái Nguyên còn những bất cập như: (1) hiệu quả kinh tế của một số dự án trong khu công nghiệp còn thấp chưa tương xứng với mức độ sử dụng và khai thác nguồn lực; (2) vấn đề xã hội bức xúc nảy sinh như nhà ở cho công nhân khu công nghiệp, khiếu kiện của nhân dân về cơ chế bồi thường, hỗ trợ tái định cư và thu hồi đất, nhận thức về thực hiện trách nhiệm xã hội của một số doanh nghiệp khu công nghiệp còn hạn chế; (3) tình trạng ô nhiễm môi trường xảy ra ở một số doanh nghiệp khu công nghiệp, một vài khu công nghiệp nhà máy xử lý nước thải chưa được đầu tư hoàn chỉnh; (4) năng lực và hiệu quả hoạt động tổ chức bộ máy của Ban quản lý các khu công nghiệp trong một thời gian dài còn hạn chế.

3. Một số giải pháp nhằm tiếp tục phát triển bền vững các khu công nghiệp trên địa bàn tỉnh Thái Nguyên đến năm 2020: thứ nhất, tập trung rà soát, kiện toàn, sắp xếp lại tổ chức bộ máy Ban quản lý các khu công nghiệp tỉnh, kết hợp với công tác đào tạo bồi dưỡng nâng cao năng lực trình độ về mọi mặt cho cán bộ, công chức; thứ hai, sử dụng các giải pháp về kinh tế như: nâng cao chất lượng quy hoạch phát triển khu công nghiệp, tăng cường hiệu lực, hiệu quả quản lý nhà nước về đầu tư trong khu công nghiệp, ; thứ ba, sử dụng các giải pháp về xã hội: hỗ trợ doanh nghiệp khu công nghiệp tuyển dụng và sử dụng lao động, hỗ trợ, khuyến khích xây dựng mối quan hệ lao động hài hòa, ưu tiên tập trung xây dựng khu tái định cư và khu nhà ở cho công nhân theo hướng đô thị hiện đại, ; thứ tư, sử dụng các giải pháp về môi trường: hỗ trợ, khuyến khích các doanh nghiệp đầu tư các công trình bảo vệ môi trường, hỗ trợ các doanh nghiệp đầu tư sản xuất sạch thân thiện với môi trường, rà soát quy hoạch các khu xử lý chất thải tập trung cho khu công nghiệp.

SUMMARY OF THE MAJOR CONCLUTIONS

1. Sustainable development of industrial zones is ensuring the high, constant, stable, and long-term growth of the economy of industrial zones; enterprises in the industrial zones use the resources reasonably and effectively, contribute to fulfil social responsibility and protect environment in and outside the industry zones.

2. Recently, the sustainable development of industrial zones in Thai Nguyen province has some shortcomings as follows: (1) the economic efficiency of a number of projects in the industrial zones is low and not corresponding to the extent of resources used and exploited; (2) the social problems such as housing for workers in industrial zones, the people's complaints about the mechanism of compensation, supporting for resettlement and land acquisition, limited awareness of some enterprises about fulfiling social responsibility; (3) environmental pollution occurs in a number of industrial enterprises; some wastewater treatment plants are not fully invested; (4) the capacity and effectiveness of the organizational structure of the Management Board of industrial zones are limited in a long time.

3. Some solutions to further sustainably develop industrial zones in Thai Nguyen province up to 2020: Firstly, to focus on review, consolidation, and reorganization the structure of the management board of the industrial zones in the province, combining with the capacity training in all aspects for cadres and civil servants; Secondly, to use the economic solutions, such as improving the quality of planning for industrial development, enhancing the effectiveness and efficiency of state management of investment in industrial parks; Thirdly, to use the social solutions including supporting for enterprises in industrial parks in recruitment and use of employment, supporting and encouraging the harmonized labor relations, prioritise on building resettlement area and housing for workers towards modern urban, etc.; Fourthly, to use the environmental solutions: to support and encourage enterprises to invest in environmental protection projects, to support enterprises in investment in clean producing which is environmental friend, etc.; to review the plan for the waste processing areas for industrial zones.
