TÓM TẮT NHỮNG KẾT LUẬN MỚI CỦA LUẬN ÁN

1. Từ năm 1948 đến năm 1954, Đảng bộ Liên khu III đã vận dụng sáng tạo chủ trương của Trung ương Đảng và Chủ tịch Hồ Chí Minh về xây dựng Đảng trong cuộc kháng chiến chống thực dân Pháp vào thực tiễn Liên khu, đề ra chủ trương xây dựng Đảng trên cả ba mặt: chính trị, tư tưởng, tổ chức phù hợp với đặc điểm địa bàn.

2. Thành công chủ yếu trong công tác xây dựng Đảng của Đảng bộ Liên khu III từ năm 1948 đến năm 1954 là: 1, Xác định được nhiệm vụ chính trị đúng đắn, phù hợp với một vùng trọng điểm trên chiến trường chính Bắc Bộ, bị địch tạm chiếm, trong đó xen lẫn vùng du kích, căn cứ du kích và vùng tự do (nhỏ bé); 2, Đã giáo dục, củng cố được lập trường tư tưởng đúng đắn cho cán bộ, đảng viên; thống nhất được ý chí, hành động, quyết tâm kháng chiến trong toàn Đảng bộ; 3; Xây dựng được bộ máy lãnh đạo tinh, gọn, hiệu quả; các tổ chức cơ sở Đảng vững chắc; đội ngũ cán bộ, đảng viên có năng lực, phẩm chất.

3. Một số kinh nghiệm có ý nghĩa lý luận, thực tiễn và cũng là yếu tố tạo nên sự thành công của Đảng bộ trong công tác xây dựng Đảng từ năm 1948 đến năm 1954: 1, Trong xây dựng Đảng về chính trị cần quán triệt sâu sắc và vận dụng linh hoạt, sáng tạo đường lối của Trung ương Đảng vào tình hình thực tế địa phương; 2, Tăng cường giáo dục tư tưởng đi đôi với thực hiện nghiêm kỷ luật Đảng; 3, Xây dựng cấp ủy các cấp thật sự là hạt nhân lãnh đạo; 4, Chú trọng công tác xây dựng Đảng ở cơ sở, đặc biệt là chi bộ tự động công tác trong hoàn cảnh chiến tranh ác liệt, địa bàn bị bao vây, chia cắt; 5, Phát triển đảng viên về số lượng, đồng thời, phải bảo đảm chất lượng; chú trọng phát triển Đảng trong vùng Công giáo và vùng dân tộc thiểu số, coi trọng xây dựng đội ngũ cán bộ.

Summary of the Major concluSions

1. From 1948 to 1954, the Interzone III Party Committee creatively applied the ideas and guidelines of the Central Party and of President Ho Chi Minh on Party development during the war against French, based on the reality of Interzone III, which include the ideas of Party development on all three aspects: politics, ideology, and organizations, subjecting to the local features.

2. The main success in the Party development activities of the Interzone III Party Committee from 1948 to 1954 include: (1) Determined the proper political duty that suitable to a significant area of the main Northern battlefield, which was temporarily occupied by the enermy while having some small areas being free and under control of our side; (2) Educated and consolidated the viewpoint for the cadres and Party members; united the willing and action of the whole Party Committee on fighting against the enermy; (3) Built up an effective Party leading apparatus but remain small in the quantity of ist members; developed sound basic Party organizations, as well as a high-quality and competent crew of cadres and Party members.

3. Some of the theoretical and practical experiences which can also be considered as the influencing factors of the success of the Party development created by the Interzone III Party Committee between 1948 and 1954: (1) With regard to the Party development in political term, the Central Party’s guidlines must be deeply understood, and flexibly and creatively applied, subjected to the local reality; (2) The enhancement of ideological education must be simultaneously performed with the compliance of Party’s discipline; (3) The Party Committees at all levels must be the real core of leadership; (4) It need to be focused on the development of basic local Party organizations, especially that of the self-managed Party cells in the context of a tough war and the locality is surrounded and divided by the enermy; (5) The development of new Party members should be enhanced in terms of quantity while ensuring the quallity; Need to be interested in the Party development in the regions of Catholic and ethnic minorities, focusing on building the core cadres.
