TÓM TẮT NHỮNG KẾT LUẬN MỚI CỦA LUẬN ÁN

1. Các tỉnh ủy đồng bằng sông Hồng lãnh đạo phát triển văn hoá - xã hội: là tổng thể các hoạt động của tỉnh ủy trong việc đề ra chủ trương, nghị quyết về phát triển văn hoá - xã hội; tổ chức, chỉ đạo hệ thống chính trị và cán bộ, đảng viên, nhân dân trong tỉnh thực hiện nghị quyết; đồng thời kiểm tra, giám sát việc tổ chức thực hiện nghị quyết, bảo đảm cho nghị quyết của tỉnh ủy được thực hiện thắng lợi trong thực tiễn theo hướng không ngừng nâng cao năng lực bảo tồn, sáng tạo và thụ hưởng những giá trị văn hoá - xã hội của các tầng lớp nhân dân, góp phần xây dựng con người mới, xã hội mới xã hội chủ nghĩa.

2. Nội dung phát triển văn hóa - xã hội ở các tỉnh đồng bằng sông Hồng hiện nay: Thứ 1) Phát triển con người và xây dựng môi trường văn hoá - xã hội trong các lĩnh vực hoạt động ở các tỉnh đồng bằng sông Hồng thời kỳ mới với những phẩm chất tiêu biểu về trí tuệ, tư tưởng, đạo đức, lối sống; có số lượng và cơ cấu hợp lý, lành mạnh về môi sinh. Thứ 2) Phát triển sự nghiệp giáo dục - đào tạo và khoa học - công nghệ. Thứ 3) Phát triển sự nghiệp văn học, nghệ thuật ở các địa phương. Thứ 4) Bảo tồn và phát huy các di sản văn hoá dân tộc và di sản văn hoá các dân tộc ít người. Thứ 5) Phát triển và quản lý tốt hệ thống thông tin đại chúng. Thứ 6) Xây dựng chủ trương, biện pháp nhằm thực hiện tốt các chính sách văn hoá - xã hội của Đảng và Nhà nước trên các lĩnh vực đời sống xã hội, đặc biệt là chính sách văn hoá - xã hội đối với các tôn giáo. Thứ 7) Xây dựng văn hoá trong các cơ quan Đảng và Nhà nước ở địa phương. Thứ 8) Tăng cường hợp tác và giao lưu quốc tế về văn hoá giữa các tỉnh với các đối tác nước ngoài. Thứ 9) Thực hiện tốt chính sách lao động, việc làm và thu nhập. Thứ 10) Bảo đảm an sinh xã hội cho các thành viên trong cộng đồng. Thứ 11) Nâng cao chất lượng chăm sóc sức khoẻ nhân dân và công tác dân số, kế hoạch hoá gia đình, bảo vệ và chăm sóc sức khoẻ bà mẹ, trẻ em. Thứ 12) Đấu tranh phòng, chống có hiệu quả với các tệ nạn xã hội và tai nạn giao thông.

3. Ba giải pháp chủ yếu tăng cường sự lãnh đạo của tỉnh ủy đối với phát triển văn hóa - xã hội hiện nay: 1) Nâng cao nhận thức, trách nhiệm của tỉnh ủy và các cấp ủy viên về lãnh đạo phát triển văn hóa - xã hội; 2) Tiếp tục đổi mới nội dung, phưong thức lãnh đạo của các tỉnh ủy trong phát triển văn hóa - xã hội; 3) Tỉnh uỷ lãnh đạo nâng cao hiệu lực quản lý của chính quyền tỉnh và phát huy vai trò của Mặt trận Tổ quốc Việt Nam và các tổ chức chính trị - xã hội trong phát triển văn hóa - xã hội địa phương.

SUMMARY OF THE MAJOR CONCLUSIONS

1. The leadership of the Provincial Party Committes in the Red River Delta for the socio- cultural development including: the overall activities of the Provincial Party Committees in formulating the policies and resolutions on socio-cultural development; organizing and directing the political system and officers, Party members and people in the province to implement the resolutions; and checking and supervising the implementation of the resolutions, ensuring that the resolutions of the Provincial Party Committees shall be successfully implemented in practice towards constantly improving conservation capacity, creativity and enjoyment of the socio-cultural value of the people classes, contributing to building up new people, new society, socialist.

2. Content of the socio-cultural development in the Red River Delta provinces at present: First, developing the human and building socio-cultural environment in the fields of activity in the Red River Delta provinces of new era with the typical qualities of wisdom, thought, morality and lifestyle; having the logical quantity and structure and a healthy environment. Second, developing the education-training and science-technology cause. Third, developing the literature and art cause in the localities. Fourth, preserving and promoting the national cultural heritages and cultural heritages of the ethnic minorities. Fifth, developing and managing the mass media system. Sixth, building the policies and measures to implement socio-cultural policies of the Party and the State in the fields of social life, especially the socio-cultural policy for the religions. Seventh, building the culture in the Party and State agencies in the locality. Eighth, strengthening the international cooperation and exchange on the culture between the provinces with the foreign partners. Ninth, implementing the policies of labor, job and income. Tenth, ensuring social security for members in the community. Eleventh, improving the quality of health care for the people and population activities, family planning, protection and health care of mothers and children. Twelfth, fighting the protection effectively with social evils and traffic accidents.

3. Three key measures to strengthen the leadership of the Provincial Party Committees for the socio-cultural development at present: 1) Raising the awareness and responsibility of the Provincial Party Committees and their party members for the leadership in the socio-cultural development; 2) Continuing to innovate the contents, leadership methods of the Provincial Party Committees for the socio-cultural development; 3) The Provincial Party Committees lead to raise the management effectiveness of the provincial governments and to promote the role of the Vietnam Fatherland Front and the political - social organizations for the socio-cultural development in the localities.
