1. Bảo đảm tính liên tục và phát triển của đội ngũ cán bộ diện ban thường vụ tỉnh ủy quản lý ở đồng bằng sông Hồng là toàn bộ hoạt động của tỉnh ủy, ban thường vụ tinh ủy, cấp ủy, tổ chức đảng, cán bộ, đảng viên, các tổ chức trong hệ thống chính trị từ tỉnh đến cơ sở và các lực lượng có liên quan thực hiện những công việc cần thiết, tạo nên sự biến đổi tiến lên, nối tiếp nhau, không giãn đoạn về số lượng, cơ cấu, phẩm chất, năng lực nhằm nâng cao chất lượng đội ngũ cán bộ diện ban thường vụ tỉnh ủy quản lý ở đồng bằng sông Hồng đáp ứng yêu cầu nhiệm vụ chính trị của tỉnh.2. Kinh nghiệm bảo đảm tính liên tục và phát triển của đội ngũ cán bộ diện ban thường vụ quản lý quản lý ở đồng bằng sông Hồng từ năm 2005 đến nay: Một là, ban thường vụ tỉnh ủy tập trung giải quyết có kết quả cơ cấu đội ngũ cán bộ diện ban thường vụ tỉnh ủy quản lý, nhất là cơ cấu độ tuổi, giới tính, trình độ ngành nghề đào tạo đội ngũ cán bộ diện ban thường vụ tỉnh ủy quản lý là nhân tố quan trọng hàng đầu bảo đảm tính liên tục và phát triển của đội ngũ cán bộ diện ban thường vụ tỉnh ủy quản lý. Hai là, coi trọng thu hút, trọng dụng nhân tài; kế thừa và phát huy những kinh nghiệm của các thế hệ cán bộ tiền nhiệm ở mỗi tỉnh sẽ tạo thuận lợi trong bảo đảm tính liên tục và phát triển của đội ngũ cán bộ diện ban thường vụ tỉnh ủy quản lý.3. Giải pháp tiếp tục bảo đảm tính liên tục và phát triển của đội ngũ cán bộ diện ban thường vụ tỉnh ủy quản lý ở đồng bằng sông Hồng đến năm 2025: Thứ nhất, bảo đảm tính liên tục và phát triển của đội ngũ cán bộ diện ban thường vụ tỉnh ủy quản lý trong đổi mới, nâng cao chất lượng công tác quy hoạch cán bộ. Thứ hai, bảo đảm tính liên tục và phát triển của đội ngũ cán bộ diện ban thường vụ tỉnh ủy quản lý trong đào tạo, bồi dưỡng, luân chuyển, quản lý, đánh giá, kiểm tra, giám sát và thực hiện chính sách cán bộ.

SUMARY OF THE MAJOR CONCLUSIONS
1. Ensuring the continuity and development of the cadres managed by Communist Party of Vietnam provincial standing committee in the Red River Delta is the entire activities of the provincial party committee, provincial standing committee, party organizations, Party members, and other organizations of the political system from provincial to grassroot levels and related forces to perform the necessary work to create the development, continuous growing in the quantity, structure, quality and capacity of the cadres in order to enhance the cadres force managed by Communist Party of Vietnam provincial standing committee in the Red River Delta to meet the requirements of the province’s political tasks.2. Experiences of ensuring the continuity and development of the cadres managed by Communist Party of Vietnam provincial standing committee in the Red River Delta since 2005: Firstly, the provincial standing committee’s focus on creating a rational structure of cadres managed by provincial standing committee, especially the structure of age, gender, level of education and training of these cadres is the most important factor in ensuring the continuity and development of the cadres managed by Communist Party of Vietnam provincial standing committee. Secondly, respect the importance to attracting and appointing the talent people to an important post; inheriting and promoting the experience of generations of predecessors officials in each province will facilitate the ensure of the continuity and development of the cadres managed by provincial standing committee.3. Solutions to keep ensuring the continuity and development of the cadres managed by Communist Party of Vietnam provincial standing committee in the Red River Delta up to 2025: Firstly, to ensure the continuity and development of the officials managed by provincial standing committee in innovating, enhancing the quality of planning staff. Secondly, to ensure the continuity and development of the officials managed by provincial standing committee in training, retraining, transferring, managing, evaluating, inspecting, monitoring and implementing staff policy.
